The Council begins in 1793, with players taking on the role of secret society member Louis de Richet after he is invited to a private island off the coast of England by the enigmatic Lord Mortimer. Joining him are a host of high-profile guests, including Napoleon Bonaparte and the newly formed President of the United States of America, George Washington. The strange nature of this private reception extends beyond just the prestigious guests: Richet's mother has recently disappeared on the island, while each member of the colorful cast seems to have their own hidden agenda.

In a new twist on the genre, the core gameplay of The Council comes from manipulating and maneuvering through character encounters using the unique social influence system. During encounters, limited skills and resources can be used to gain the upper hand and achieve the desired outcome. Players will be rewarded for their knowledge of each character's psychological vulnerabilities and immunities, as well as their preparation during previous exploration and investigation. Failing an encounter does not mean "game over," and no action can be undone. Consequences are permanent and can result in lingering physical disfigurements or mental traits that help or hinder the rest of the player's adventure.

Richet's many skills can be developed to match your chosen approach to the adventure. Solve problems with diplomacy, delve into the occult to expand your knowledge of history and science, or play detective and discover what others don't perceive. Your skills will have uses far beyond your conversations with other guests. With 15 different skills to use and invest in, players are free to uncover the mysteries of the Council as they see fit, with vastly different consequences depending on their methods. The results will forever change the lives of Louis de Richet and those around him, and shape history as we know it.
